Within the scope of the ongoing collaboration project between SIGMA, the GiZ and the European CAF Resource Centre at EIPA, Kyiv took center stage in advancing quality in public administration through two landmark events:

On 27 May 2025, Kyiv became the capital of quality in governance with the international conference “CAF as a Strategic Tool for Modern, Resilient, and Citizen-Oriented Public Administration.” The event brought together around 100 senior-level public servants and experts from Ukraine and across Europe to explore how the Common Assessment Framework (CAF) can drive strategic reform and institutional resilience.
The conference showcased Ukraine’s strong commitment to EU values and public sector modernization, highlighting the role of CAF as a practical and people-centered quality management tool.
Key highlights included:
- Oleksandr Yarema, State Secretary of the Cabinet of Ministers of Ukraine, emphasised CAF’s potential to enhance internal co-operation and deliver more user-focused services.
- Martins Krievins (SIGMA) stressed the importance of investing in people and using CAF to support capacity development, benchmarking, and shared practices.
- Sandra Fuhr and Hrachik Yarmaloyan (GIZ) reaffirmed Germany’s support for Ukraine’s reform journey, describing CAF as a mindset rooted in continuous improvement and EU-aligned values.
- Contributions from Tihana Puzic (EIPA), Nick Thijs (SIGMA), and Oleksandr Ruzhanskyi (State Emergency Service of Ukraine), along with international speakers from Austria and Belgium, enriched the dialogue with practical insights and CAF Golden Cases 2025.
Special recognition was given to Nataliia Aliushyna and the National CAF Centre team, led by Maryna Kanavets, for their leadership in advancing CAF in Ukraine—including innovative work on AI-based approaches to quality management.
This event confirmed that CAF is more than a model—it’s a catalyst for real, measurable change. Ukraine is setting a powerful example of commitment, collaboration, and innovation on its path toward EU integration.
On 28–29 May 2025, a key milestone was reached in Kyiv with the launch of a quality management initiative at the Kyiv Administrative Service Centre (TSNAP), a flagship of Ukraine’s extensive network of over 5,400 service points delivering more than 500 public services nationwide.
This event marked the beginning of the implementation of the Common Assessment Framework (CAF) at the Kyiv TSNAP, supported through a collaborative effort between SIGMA, the GiZ Regional Project “Public Administration Reform in the Eastern Partnership Countries III” (2025–2027), and the European CAF Resource Centre at the European Institute of Public Administration (EIPA).
Key activities included:
- Training the self-assessment team
- Designing the CAF implementation plan
- Defining next steps with the project team
This initiative is part of a broader regional effort to modernise public administration in Eastern Partnership countries in line with EU standards, with a strong focus on service re-engineering, digitalisation, and sustainable quality management.
