Relations between the EU and Lebanon are based on an Association Agreement, which entered into force in 2006, and other strategic documents.
In agreement with the EC and the Lebanese authorities, SIGMA is currently co-operating with:
- The Ministry of Finance, The Ministry of Public Health, the Ministry of Social Affairs, the Ministry of Economy and Trade, the Ministry of Industry, and the Ministry of Environment with developing capacities for an improved budget preparation process, for a more strategic budget that aligns with national priorities and optimises resource allocation, introducing a top-down approach to budgeting for expenditure through budget ceilings; categorisation and prioritisation at the level of line Ministries.
- The Court of Accounts on optimising the processes for ex ante controls and reviewing the legal framework governing the Court of Accounts, to allow the Court to fully play its role as supreme audit institution.
Previously, SIGMA also supported:
- The Office of the Minister of State for Administrative Reform (OMSAR), the Civil Service Board and other key institutions on developing capacities and options for future restructuring and rightsizing of the public administration.
- The Ministry of Finance and selected line ministries with developing capacities for improved annual budget preparation.
- The Ministry of Finance and the Institut des Finances Basil Fuleihan on strengthening the public procurement system through supporting the improvement of the legal, regulatory and methodological frameworks.
