The Association Agreement between the EU and Morocco entered into force in 2000. Since 2008, Morocco has had an "advanced status" partnership with the EU. At the same time, Morocco is one of the first countries to benefit from an OECD Country Programme (Phase 1 – 2015, Phase 2 – 2019).

In 2019, SIGMA carried out an assessment of the service delivery area in Morocco against the Principles of Public Administration – this project involved a number of stakeholders and was co-ordinated by the Ministry of Administration Reform and Civil Service. The final report was presented at a high-level event in Rabat in June 2019.

SIGMA, the EC and the Moroccan authorities agreed a work programme in July 2019 that gives priority in the period to December 2020 to co-operating with:
