Moldova has been an active member of the European Eastern Partnership since its launch in 2009. The cornerstone of the EU-Moldova relationship is the Association Agreement, signed on 27 June 2014 and ratified by Moldova on 2 July 2014.

Since 2010, SIGMA has been providing assistance to various areas of public administration reform. In 2015, a detailed Baseline Measurement Report was published, presenting a comprehensive overview of public administration in Moldova.

In 2021, SIGMA is focusing on supporting reforms of public financial management in Moldova, in particular on external audit and public procurement, working with:

  • The Ministry of Finance on developing and drafting the Public Financial Management Reform Strategy and Action Plan.

  • The Court of Accounts (CoA) on the revision and implementation of the CoA's legal framework.
