The co-operation between Egypt and the European Union is based on an Association Agreement, which entered into force in 2004, and the EU-Egypt partnership priorities for 2017-2020, which were agreed in 2017. The Association Agreement provides the framework for regular political dialogue between the two partners and enhanced co-operation in a number of key sectors. The aim of the partnership priorities, which include public administration reform, is to address common challenges, to promote joint interests and to guarantee long-term stability on both sides of the Mediterranean.

SIGMA is currently working with:

  • The Egyptian Regulatory Reform and Development Activity (ERRADA) on: introducing its enhanced guide for simplification of administrative procedures through pilot cases; developing and piloting a guide for ministries and central and regional administrative bodies on drafting good secondary legislation; and supporting ERRADA to build capacity so it can formulate and implement its strategic vision and work plan.

  • The Ministry of Finance on supporting its public procurement reform efforts through implementing the actions needed for the restructuring of the Complaints Office.

  • The Ministry of Finance and the Ministry of Planning, Monitoring and Administrative Reform to enhance capacities in internal audit, particularly with regard to developing a regulatory and methodological framework within which intenral audit units can work.
