On 23 June 2022, the European Union (EU) granted the Republic of Moldova candidate status under the commitment to structural reforms. In line with the new EU enlargement methodology’s focus on fundamentals, the EU decision emphasised the need for reforms in public administration and public financial management (PFM). This report comprehensively reviews the Republic of Moldova’s performance in public administration reform (PAR) and PFM in 2023 according to the Principles of Public Administration.
