The conference brought together representatives of central and local administrations, local government associations, international organisations and experts to examine how to strengthen multi-level governance and support effective, accountable local government as part of the EU integration process.
Participants explored reforms in administrative supervision, sustainable local government financing, fiscal equalisation and inter-municipal co-operation. They also considered how demographic change, institutional capacity and evolving EU requirements affect local public services and relations between central and local authorities.
Drawing on regional analysis and experiences from the Western Balkans and EU countries, the conference offered opportunities to exchange practical approaches, identify shared challenges and discuss reform priorities. Particular attention was given to balancing legality and accountability with local autonomy, while improving policy co-ordination, financing arrangements and municipalities’ capacity to deliver quality public services.
