Training on the Principles of Public Administration

In close collaboration with the Secretariat of the Cabinet of Ministers of Ukraine, the National Agency of Ukraine on Civil Service, the Center for Adaptation of the Civil Service to the Standards of the European Union, and the High School of Public Administration, SIGMA developed and delivered a training course on the Principles of Public Administration for Ukrainian civil servants. It was carried out in five modules during the timeframe of March 2025 – June 2025, in hybrid form and online.

The aim of the training course was to explain the basic concepts behind the Principles of Public Administration to civil servants and representatives of civil society organisations involved in the development, monitoring, reporting and evaluation of PAR and PFM strategies.

The video recordings of the training course and the presentations are available online so that participants of the events may refer to them at any time. They may also be useful to anyone who is interested in having in-depth information about the Principles.

The Principles of Public Administration are a comprehensive framework of standards expressing values and behaviours that citizens and businesses expect from a modern public administration. They were designed to guide the European Union (EU) enlargement and neighbourhood administrations in their reform efforts to address the shortcomings in their public administrations and meet the EU requirements on one of the “Fundamentals” of the accession process. The 32 Principles outline values, behaviours and outcomes, while the 270 sub‑principles provide more detailed guidance on how to achieve these results and ensure adequate administrative capacity.

The Principles were developed by SIGMA, a joint initiative of the EU and the OECD, principally financed by the EU, at the request of the European Commission (EC). The Principles build on existing EU acquis, OECD legal instruments, other international standards, as well as good practices of the EU and OECD countries.
