After its declaration of independence in 2008, Kosovo* became a potential candidate for EU accession. In early May 2014, Kosovo concluded talks on a Stabilisation and Association Agreement with the EU, which sees public administration reform as a priority. The SAA was signed in 2015 and entered into force on 1 April 2016.

SIGMA is currently working with:

  • The Office of the Prime Minister on the implementation of the new regulatory framework and practices for strategy planning, development and monitoring for better co-ordinated and implemented sector strategies.  In addition, SIGMA is supporting the drafting of amendments to the Rules of Procedure of the Government.

  • The Ministry of Public Administration, the Strategic Planning Office and the Government Co-ordination Secretariat of the Office of the Prime Minister and the Ministry of Finance. SIGMA is also providing advice on the implementation of the laws on Public Officials and Salaries and preparing a legal commentary on the Law on General Administrative Procedures.  Additionally, SIGMA is supporting the process of rationalising agencies, as part of a joint reform by the centre of government institutions and the Assembly.

  • The Ministry of Finance on strengthening the system of public internal financial control to promote implementation of the legal framework, and monitoring and reporting on the Public Finance Management Strategy for 2015-2020.

  • The Procurement Review Body and the Public Procurement Regulatory Commission on increasing efficiency of the public procurement remedies system and on assessing and adjusting the strategic framework for the development of the public procurement system. 

This designation is without prejudice to positions on status, and is in line with United Nations Security Council Resolution 1244/99 and the Advisory Opinion of the International Court of Justice on Kosovo’s declaration of independence.
