The regional conference Strengthening Parliamentary Scrutiny and Lawmaking brings together senior parliamentary and government officials as well as experts from the Western Balkans and the Eastern Neighbourhood to discuss how evidence and effective lawmaking procedures are used in the region to deliver better quality laws and policy outcomes. The conference is hosted by the Chamber of Deputies of the Parliament of the Czech Republic and jointly organised by SIGMA, ReSPA and GiZ (Regional PAR Project).
The discussions focus on the challenges of effective legislative planning, lawmaking and parliament-government co-ordination throughout the legislative cycle. Sessions address the challenges of applying ex-ante regulatory impact assessment, public consultation, stakeholder engagement and post-legislative scrutiny (PLS) as tools to ensure good quality laws that meet with national priorities and help advance accession and partnership with the European Union. The conference also examines persistent challenges, including limited analytical capacity, weak legislative planning and gaps in parliament–government co-ordination.
Drawing on recent SIGMA studies, country monitoring findings and comparative experience from the Czech Republic, the European Parliament and OECD Member countries, discussions will explore practical approaches to strengthening the functioning of lawmaking and parliamentary scrutiny in the region. Together, these exchanges aim to clarify priorities for reforms supporting more consistent, evidence-based good quality laws in the region.
