Measures were introduced by governments that led to more or less intensive lockdown of economies and produced massive, negative, micro and macroeconomic effects.

Further to a discussion with the European Commission, SIGMA experts decided to support the growing challenges faced by their EU Enlargement and European Neighbourhood partners in addressing urgent needs with regard to the functioning of the government and the public administration. Advice was provided by internal and external SIGMA experts, and analytical overviews were carried out in the following policy areas: centre of government and policy co-ordination, civil service and human resource management, accountability, service delivery and public financial management, including public procurement.

The following preliminary contributions were collected using publicly available information and informal insights. They aim to provide effective solutions to deal with the crisis, they might also serve as a source of inspiration for studying the transformative effects of the coronavirus (COVID-19) crisis in the future.
