Panel discussion, public administration reform in Serbia

On 17 December, the EU Delegation to Serbia and the Centre for European Policies in Belgrade organised a panel discussion “A way to the EU – a way to public administration in service of citizens”.

The discussion was opened by Mr Sam Fabrizi, the Head of Delegation. The focus of the discussion was on progress of public administration reform in Serbia, with special emphasis on service delivery.

The panel discussion confirmed the excellent progress in recent years, resulting in increased user satisfaction. The main factors of success were political commitment and a smart approach, focusing on consolidating key state registries and setting up an effective interoperability framework.  To further leverage the interoperability framework, more systematic and coherent approaches are needed, such as development of a monitoring system and a system of user satisfaction measurement. The user-centric policy should be spread from the centre of government to all ministries and agencies. Listen to the podcast recorded with the Centre for European Policies in Belgrade (in English).
