4th Regional Conference on Public Internal Financial Control for EU Enlargement countries

The conference, organised by SIGMA and co-hosted by the Ministry of Finance of Montenegro, took place in Bečići on 29-30 September 2016, and was supported by DG Budget of the European Commission.

The objective of the conference was to present and discuss with senior public managers methods and good practice in public internal control for effective public policy management, in order to further the development of PIC in EU Enlargement countries. It provided participants with the opportunity to meet informally, to compare national experiences and discuss specific issues amongst peers. The framework for the discussion was set by the conference paper.

Senior officials from ministries and central harmonisation units in Albania, Bosnia and Herzegovina, Kosovo*, the former Yugoslav Republic of Macedonia, Montenegro and Serbia took part, as well as Mr. Manfred Kraff, Deputy Director-General of DG Budget, together with Raymond Hill and Lindsay Westley of the PIC Task Force. Representatives of the Regional School of Public Administration (ReSPA), the World Bank and the Center of Excellence in Finance also joined the discussions.

Working sessions were held on the quality review of internal control, the practical aspects of delegation of authority and managerial accountability. Participants also discussed how to use internal control to support the implementation of policies and services, in particular following the lessons learnt from the 2015 Baseline Measurement.
