Could countries do more to prevent waste, fraud and corruption in government contracts? Governments and state-owned firms increasingly turn to the private sector for a variety of goods, services and public works, such as buying basic computer equipment or building roads and dams. This is a major economic activity of governments, generating huge financial flows.

OECD countries and industry must do more to crack down on fraud and waste in government contracts, such as building new schools and roads, that cost taxpayers billions of dollars every year, says OECD. These are among the recommendations in the new Principles for Enhancing Integrity in Public Procurement, part of a broader initiative to tackle corruption and improve governance.

This study examines Morocco's progress in modernising public procurement, with a focus on fighting corruption and enhancing integrity. This pilot Joint Learning Study introduces a new and innovative activity to share knowledge on key policy issues between OECD countries and countries in the Middle East and North Africa region to support the implementation of preventative mechanisms of the United Nations Convention against Corruption.

The OECD and the Spanish Ministry of Economy and Finance jointly organised a symposium on the topic "International Comparison of the Budget Cycle in Research and Development and Innovation Policies" in Madrid, 3-4 July 2008. The primary objective was to provide systematic comparisons for a limited number of OECD countries of the usefulness of R&D and innovation evaluation systems for resource allocation purposes. The symposium focused on how evaluation techniques are applied for priority setting and how they influence the availability of financial resources for RDI activities.

This high-level event, jointly organised by the OECD, the Milan City Council and the Province of Milan, will bring together ministers, mayors, eminent personalities from the Club of Madrid (former Heads of States and Governments), prominent experts, and representatives of international organisations and government networks, to examine one of the key global challenges facing cities today - climate change. The conference will look at the relationships between urbanisation and climate change, and the implications of urban policy making in relation to competitiveness objectives.

A seminar on practical aspects of performance budgeting was organised by the OECD and the Mexican government in Mexico, 11-12 June 2008. Intended for Mexican officials in the Ministry of Finance and in line ministries, the seminar explored best practices and lessons learned with the implementation of performance budgeting in OECD countries. The seminar drew upon the OECD publication Performance Budgeting in OECD Countries and on the insights learned at an international conference on performance budgeting held in Mexico, 9-10 June 2008.

An international conference on performance budgeting was held in Mexico City on 9-10 June 2008. The conference allowed an exchange of ideas on practical aspects of performance budgeting, on the role of information in the process of assigning budgets, and on economic policy issues behind the implementation of performance budgeting. The conference was organised by the Mexican Ministry of Finance, the Mexican Center for Research and Teaching in Social Sciences, the OECD, the World Bank, the Inter-American Development Bank, and the UK Department for International Development.

The 2008 E-Leaders Conference brought together senior government officials responsible for e-government from OECD countries to discuss the role of e-government in 2020, the impact of e-government on economic development and the creation of an agenda for e-government and public sector delivery. The event was organised in co-operation with The Netherlands's Ministry of the Interior and Kingdgom Relations.
