The Secretary-General of OECD, Angel Gurría, and the Chair of OECD’s Development Assistance Committee, Eckhard Deutscher, have issued a call to the world’s main aid donor countries to stand by their development pledges despite the economic slowdown. “Unless we act decisively now, we may not be able to prevent the financial crisis from generating an aid crisis,” Mr Gurría and Mr Deutscher warn.

Any effort to develop serious capacity in the public sector to fully manage for results will have to start with an assessment of the existing capacity. Diagnostic reviews are an important - and growing - source of information to governments on the state of MfDR country systems. Together with the existing MfDR capacity assessment tools, this newly developed product allows developing countries to conduct assessments that provide a clear view of capacity gaps, develop actions to address them and target donor support.

Under the Paris Declaration, donors and partner countries commit to “reform procedures and strengthen incentives - including for recruitment, appraisal and training - for management and staff to work towards harmonisation, alignment and results”. DAC Peer Reviews highlight a number of positive efforts by individual donors. However, much more remains to be done. This report addresses this need and aims to provide donor agencies with guidance on how to improve aid effectiveness, and to assist them in identifying their strengths, weaknesses and gaps in incentives for promoting aid effectiveness.

Mutal Accountability Country Case Studies

Donors and partners are accountable for development results: “A major priority for partner countries and donors is to enhance mutual accountability and transparency in the use of development resources. This also helps strengthen public support for national policies and development assistance.” (Paris Declaration) Three country case studies examine how the mutual accountability process operates in Mozambique, Rwanda and Vietnam .

Mokoro and the Chartered Institute of Public Finance and Accountancy (CIPFA) drafted a stocktake paper which identifies and analyses donor approaches to managing risks when using country systems, the range of benefits from using country systems recognized by donors and the different types of relationships between risks and benefits recognized by donors. The stocktake was commissioned by DFID to feed into the Joint Venture on Public Financial Management’s report on the Use of Country Systems in Public Financial Management. The Joint Venture on Public Financial Management (PFM) held a consultative meeting on Public Financial Management on the 27th of May 2008. The meeting was hosted by the South African Treasury and the Collaborative Africa Budget Reform Initiative (CABRI) based in Pretoria.

International Conference Centre, Accra, Ghana (2-4 September 2008). The Accra High Level Forum on Aid Effectiveness will reform the way developed and developing countries work together, to ensure that development assistance is well-spent and that it helps build sustainable economies that lift people out of poverty. The Forum is open to media. Journalists are welcome in the Media Centre, which is equipped with wifi. They are also invited to join a field trip to a development project near Accra.

The International Public Procurement Conference (IPPC) is a meeting place for public procurement professionals and academics from all over the world, in the area of public procurement. The third IPPC will take place in Amsterdam from 28 to 30 August 2008. The conference is shaped around papers submitted by international members of the academic world as well as the world of everyday public procurement practice. About 100 papers, with a wide diversity of topics, have been submitted.

The third meeting of the Joint Venture on Procurement took place in Arusha from 5 – 7 May, at the invitation of the Public Procurement Regulatory Authority of Tanzania in collaboration with the African Development Bank. This meeting brought together procurement professionals and interested development practioners from multilateral and bilateral development organisations and from partner countries around the world. The meeting took place in the context of implementing the procurement-related aspects of the Paris Declaration on Aid Effectiveness. (español)
