Evaluation of Progress

As part of its pre-accession strategy, every year the European Commission prepares Progress Reports on each candidate country and, since 2006, on each of the potential candidate countries in the Western Balkans. These reports describe political and economic progress towards meeting EU accession criteria and identify areas where further progress is required.

For candidate countries, the Commission assesses the capacity to transpose and implement EU legislation. For potential candidates, the EC assesses their capacity to adopt EU standards as well as progress achieved in terms of regional co-operation and co-operation with the International Criminal Tribunal for the former Yugoslavia (ICTY).

Since 1999 Sigma's assessment reports have provided input each year to the Commission for the preparation of its Progress Reports.

In November 2007 the Commission adopted an overall Enlargement Strategy for 2007-2008.
