The Sigma Programme, a joint initiative of the EU and the OECD principally financed by the EU, works with Bosnia and Herzegovina within the EU's overall policy framework for the Western Balkans, the Stabilisation and Association Process (SAP).
Sigma Activities in Bosnia and Herzegovina
Bosnia and Herzegovina, as a potential EU candidate, relies on Sigma assistance in priority areas, such as financial control, civil service and public procurement, and in various activities.
Since its creation in 1992, Sigma has produced several reports on Bosnia and Herzegovina that you may find of interest, as listed below.
Public Management Profile: Bosnia and Herzegovina
The 2004 Public Management Profile of Bosnia and Herzegovina (BiH) provides comprehensive information on horizontal management systems and identifies the main issues governing the public sector in BiH in 2003. The profile covers areas such as the constitutional framework, legislative authority, central executive, personnel management, administrative oversight and control, and the management of European integration.
Two separate reports were produced by Sigma:
- Federation of Bosnia and Herzegovina
- State Level of Bosnia and Herzegovina
Sigma Assessment Reports: Bosnia and Herzegovina
These assessment reports are prepared each year by Sigma at the request of the European Commission and as a contribution to the Commission's annual Progress Reports on EU candidates and potential EU candidates. The reports also provide BiH with inputs to its reform activities.
In 2008 Sigma's assessment reports covered seven policy areas: public service and the administrative legal framework, policy-making and co-ordination capacities, public expenditure management, public procurement, public internal financial control, external audit, and the public integrity system.
