This seminar on "Public Administration Reform and Territorial Organisation: Empowering Local Governments" and held in Ankara on 28 Feb-1 March 2006, was organised by the Turkish Prime Ministry and Sigma.

The main purpose of this event was to contribute to the national debate at the central level on the Public Administration Reform (PAR) strategy with special emphasis on decentralisation and deconcentration.
