OECD's activities with the Russian Federation

Russia Country Programme

The OECD’s co-operation programme with the Russian Federation is designed to help the Russian government address key institutional and policy issues which are essential for economic and social progress. The core of the Programme consists of policy reviews and focused meetings between Russian officials and their counterparts from OECD countries on issues of mutual interest.

This peer-to-peer policy dialogue is complemented and reinforced through Russia’s participation in formal OECD bodies and in other OECD activities. OECD countries and the international community as a whole benefit from the OECD’s engagement in Russia via the insights acquired into the reforms in progress. The accession of the Russian Federation to the OECD as a full member is the ultimate goal of this co-operation programme, formally recognised by Russia and the OECD Council.

 

 

 

 

 

 

 

 

 

 

 

 

 

Key outcomes:

The programme has produced six substantive Economic Surveys since 1995 and a large number of policy reviews, working papers, case studies, statistical data, etc. The Economic Surveys comprise a basic macroeconomic overview and analysis of the Russian economy, complemented by in-depth analysis of important structural topics selected jointly with the Russian authorities.

 

The Russian Federation’s policy reform progress is equally analysed in many case studies on specific OECD policy issues (i.e. the combat of corruption, competition, corporate governance, education, environment, investment, labour market, national innovation, regulatory reform, statistical indicators, tax co-operation, trade, etc.)

 

The 2005 review of regulatory policy, entitled “Building Rules for the Market”, identified the strengthening the rule of law and securing property rights, increasing transparency and accountability of state institutions, and combating corruption as major reform challenges in Russia.

 

Russia's Participation in OECD Work

 

 

Since the Russia’s official request for OECD membership in 1996, co-operation between the OECD and the Russian Federation has intensified considerably. The Russian Federation participates in 18 OECD Committees and various Working Groups. Russian Ministers regularly participate in Ministerial Council Meetings. The Russian Federation also participates in meetings of the OECD Global Forums and regional activities with non-members in Europe.

 

Currently, Russia is the only non-member for which the OECD Council has created a Liaison Committee. This Committee monitors and reviews the implementation of the annual work programmes, and serves as the platform for discussion of progress in economic reform process in the Russian Federation, the OECD-Russia co-operation and other issues of mutual interest. The Committee meets about every 18 months at the level of Permanent Representatives to the OECD and senior officials representing the Russian governmental bodies.
