The Sigma Programme is a joint initiative of the Organisation for Economic Co-operation and Development (OECD) and the European Union, principally financed by the EU.

Sigma activities are carried out in close co-ordination with the European Commission's Directorates-General for Enlargement and External Relations, as well as with EuropeAid, the EC's directorate-general responsible for implementing external co-operation programmes and projects around the world.
