In 2006, the Lithuanian Ministry of Interior's Civil Service Dept. requested Sigma assistance in designing new civil service recruitment procedures and instruments able to enhance transparency and rapidity in recruitment.

In this context, a seminar on "Civil Service Performance Appraisal" held in Vilnius on 23-24 May 2006 was jointly organised by the Civil Service Dept. and Sigma, which presented performance evaluation systems in a number of EU Member States.
