In 2006, the Lithuanian Ministry of Interior's Civil Service Dept. requested Sigma assistance in designing new civil service recruitment procedures and instruments able to enhance transparency and rapidity in recruitment.

In this context, a seminar on "Civil Service Recruitment Procedures" held in Vilnius on 21-22 March 2006 was jointly organised by the Civil Service Dept. and Sigma. A summary report of the proceedings by Johanna Moehring of Sigma is also available.
