Launched in 2001, the OECD E-Government Project explores how governments can best exploit information and communication technologies (ICTs) to embed good governance principles and achieve public policy goals. The Project produces reports on best practices and develops frameworks for addressing issues such as cost/benefit analysis, e-services and take-up. It also carries out country peer reviews on e-government. These reviews place e-government in a national context, and help identify the strengths and weaknesses of national e-government programmes. This report is the first OECD study to analyse the successes and challenges of both administrative simplification and e-government in a national context. The report analyses Portugal's simplification programme, the Simplex initiative, assesses its implications for the public sector and service delivery, and makes proposals for action that can help countries improve their simplification efforts.

It was co-organised with Slovenia's Ministry of Public Administration with the support of the World Bank’s Communication for Governance & Accountability Program (CommGAP), DECIM, the European Citizen Advisory Service (ECAS) and Involve.

Well-designed public engagement helps design and deliver effective public policy and services while strengthening trust in government. Part of the OECD's work on public governance involves looking at how governments can ensure more transparency, consultation and participation in the design and implementation of public policies and services.

The 2008 E-Leaders Conference brought together senior government officials responsible for e-government from OECD countries to discuss the role of e-government in 2020, the impact of e-government on economic development and the creation of an agenda for e-government and public sector delivery. The event was organised in co-operation with The Netherlands's Ministry of the Interior and Kingdgom Relations.
