Budgeting and Public Expenditures

The OECD work on budgeting is carried out by the Working Party of Senior Budget Officials (SBO) and its associated networks. Established in 1980 and composed of budget directors and other senior officials from member countries, the SBO is recognised as the world's leading forum on international budgeting issues. The secretariat for the SBO is provided by the Budgeting and Public Expenditures Division.

The debate about how to achieve value for money in the delivery of government services is important and ongoing. Increasingly, public services are being produced, procured and delivered to citizens in a variety of ways. Public-private partnerships are one option. These contractual arrangements between the government and a private partner have been an established practice in some countries for many years and have attracted growing attention in others. This book highlights ten good practices, summarising what countries should consider before entering into public-private partnerships.

A seminar on practical aspects of performance budgeting was organised by the OECD and the Mexican government in Mexico, 11-12 June 2008. Intended for Mexican officials in the Ministry of Finance and in line ministries, the seminar explored best practices and lessons learned with the implementation of performance budgeting in OECD countries. The seminar drew upon the OECD publication Performance Budgeting in OECD Countries and on the insights learned at an international conference on performance budgeting held in Mexico, 9-10 June 2008.

An international conference on performance budgeting was held in Mexico City on 9-10 June 2008. The conference allowed an exchange of ideas on practical aspects of performance budgeting, on the role of information in the process of assigning budgets, and on economic policy issues behind the implementation of performance budgeting. The conference was organised by the Mexican Ministry of Finance, the Mexican Center for Research and Teaching in Social Sciences, the OECD, the World Bank, the Inter-American Development Bank, and the UK Department for International Development.

Performance budgeting: A users' guide (OECD Policy Brief)

Tight budgets and demanding citizens put governments under increasing pressure to show that they are providing good value for money. Providing information about public sector performance can satisfy the public's need to know, and could also be a useful tool for governments to evaluate their performance. This Policy Brief looks at the challenges governments face in using performance information to make the budget process more efficient and offers some guidelines to assist in the process. The Policy Brief complements the OECD publication, Performance Budgeting in OECD Countries.
